As mention in the article, most people who need to use the public washroom can only use it during shopping and business hours. Real" public washroom where you do not have to be dress a certain way, if you have money, or making purchases. As the city becomes more urbanized, the more they are afraid that public washrooms will be a place where people commit in activities where the norm will dim morally wrong.
