Outdoor relief was administered outside of the workhouse and embraced the employed and non employed who"s income was substantially low. Population growth, deteriorating living conditions,new technologies and the end of wars led to an increase in need among the poor. The outdoor poor relief was abolished and whoever fell into this category was forced into the workplace.
