Race needs to be situated in a history of social welfare that addresses racial slavery and debates about emancipation. To understand the retraction of the welfare state, we must attend to the colonial and racial antecedents of social welfare. These antecedents show how racial categories are politically active, constructed, and calculated over time related to studies about poverty. There were 3 specific types of relief available to the needy: the workhouse, outdoor relief, and settlement regulations. Outdoor relief was administered outside of the workhouse and embraced the employed and non employed who"s income was substantially low. Population growth, deteriorating living conditions,new technologies and the end of wars led to an increase in need among the poor. The outdoor poor relief was abolished and whoever fell into this category was forced into the workplace.
