Chapter 1: the nature of canadian social welfare: Due to industiralization, urbanization and the influx of immigration the cities were transforming and creating modern problems such as poverty, umemployment, and family breakdown. These problems brought for demands for redefining of social values and the developments of more efficient ways to help the poor and disadvantaged. Social welfare (as a concept) refers to a societys vision of well-being, health, happiness and prosperity, a society that sees itself as faring well. Social welfare (as a system) comprising policies and programs designed to help individuals, families and communities meet their basic needs. Limited to the members of a society who require it. Governments determine who need it by measuring social well being and then figure out who needs it. Poverty (from a subjective view) how well a society is doing and is shaped by peoples values, cultural norms and beliefs about wellness.
