Governments or the public identify areas of knowledge that are inadequate, and corporations accept and fund the most relevant areas for research. Researchers carry out the proposals using their expertise. Findings are then acted on, with governments deciding how to use the knowledge. Knowledge can be gained by consulting authority or by collecting the evidence ourselves via research. The only viable authority to gain knowledge from is authorities because of knowledge and expertise. Otherwise, without expertise, knowledge from other authorities (such as authority because of position) is no more valid than those expressed by anyone else. To evaluate the knowledge of authorities, we review their research. If we are dissatisfied with their interpretation of research findings, the way they conducted their research, or the amount of limitations in their research, we conduct research ourselves. We gain our knowledge through the research process. We use research as a way to evaluate the knowledge of authority.
