The purpose of criminal law is protect society and reduce social harm. The victim is harder to identify in immoral acts such as prostitution because the parties involved may be willing participants. Some people are forced into things like prostitution due to the life they have lived and the struggles they have gone through. Although less then 20% of prostitutes are juveniles currently, most started by the age of 18. Just because acts are immoral does not mean they are criminal. Violations of conventional morality may even be tolerated because they serve a useful social function.
