Ranking suggests to better understand media we need to consider political environment. Gov"t in all nations serve as a organizing structure, constrain or promote free activity (or agency) of media. In a totalitarian system: set of gov"t sanctioned images and messages. Authoritarian regimes: hire systematic bloggers etc. to spread messages and images while using censorship & surveillance to monitor political threats. Democratic societies: protecting freedom of press and expression. Some democratic societies largely controlled by relatively small group of powerful interests (commercial corps) European govts limited the right of printers through tactics such as, licensing, taxation, and censorship ^ protected the freedom of press in several different ways: )treated licensing of press as a case of illegal prior restraint .
