These ideas are taken for granted, such as the goodness of equality or the importance of respect for authority, and are shared by the vast majority of the population. A disagreement begins with the question of whether canada has one or two distinct political cultures. Those who believe that there is two distinct political cultures, also believes that there is two dominant languages ( french and english), one branch of this is called fragment theory. Canadian culture policy has two major themes: language and multicultural: the constitution: Represents a synthesis of principles developed from the experiences of these other countries. Federal and provincial relations in canada involve a continuous and multi- level process of consultation and bargaining between policy- makers representing ottawa and the provinces.
