This freedom for bureaucracy and regulation in starting a business that has led to the expression free enterprise . Free enterprise: an expression used to indiciate that individuals have the freedom to start and run businesses without bureaucracy and under regulation. There is one interaction with the government that everyone must do - pay taxes.
