Economic and social well being are enhanced with better, more efficient modes of transport. Purpose of transportation policy is to provide society with the benefits of transportation while minimizing cost by as much as possible. Achieving a balance between cost and effectiveness is based on three considerations; Effectiveness : how well the transportation system meets its objectives. Efficiency : cost of service in relation to benefits it provides. Equity : fairness to which benefits are delivered. Some groups receive more than others from benefits of transport, creates inequalities. That is why government is involved to set a standard. Debate on where the cost should come from, ie, higher taxes, tolls etc. make new infrastructure highly political. Ex. authorities have been attempting to build a free way near the communities of el sereno and south pasadena near la. Transport involves many agencies and groups of people. Government owns roads, railways etc, individuals own cars and vehicles. insurance companies provide protection.
