Soldiers with gun cannot be stopped by smart bombs, but only by other soldiers with gun. But nato not ready to send in soldiers with guns - promise made to citizens of. Not ready to sacrifice own soldiers, but ready to kill serbian soldiers and okay with collateral damage of serbian and kosovar civilians deaths. You can"t kill unless you are prepared to die . So, these leaders cannot launch a campaign to kill serbian soldiers and others unless they are prepared to risk the lives of their own soldiers. Also, cannot count on un (even though ideally they should be the only ones to act) because in most cases un intervention vetoed by an oligarch. Should have different set of firefighters, not just one: multilateralism. We should see these fires are deliberately set and aimed at killing.
