Argue borders should generally be open and people should be free to leave country of origin and settle in another and subject to constraints on citizens in the new country. Especially with migration of people from third world countries to first world. Citizenship in western liberal democracies = federal privilege (inherited status that greatly enhances life changes. Claim that we can exclude aliens based on property rights, collective or national. But property theories emphasize individual property rights. Nozick: assume individuals have rights including that to acquire and use property, states have no right to do anything other than enforce existing property rights, citizenship does not give rise to distinctive claim. So no basis for the state to exclude aliens. Rawls provide justification for activist state with positive responisibilies for social welfare. Original position useful for thinking about questions of justice > so useful for thinking about justice across societies.
