Still slaves in delaware, kentucky, maryland, missouri, and parts of. Johnson was a fan of state"s rights, strict-constructionism, and racism. Johnson offered the south quick access into the union. States had to void their ordinances of secession, repudiate their confederate debts, and ratify the 13th amendment. Johnson pardoned the south other than the wealthy who had to appeal for individual pardon. Johnson said that states had been restored but congress said no and refused to seat them. The republicans wanted the black men to vote for their own political reasons. They passed the civil rights act of 1886 which was the first federal attempt to give all american born people (except native people) citizenship. The 14th amendment (civil rights act) was approved and over turn the dred scott decision.
