Good president has ability to persuade and use precedents to expanded presidential powers. Persuasion w/ congress to pass bill or nomination. Bargain and coax congress to create working relationship with legislature. President bush and the department of homeland security. Established after 9/11 bush security plan faces obstacles congress would not agree. Bush needed congressional, public, and international support for attack on iraq.
