Confederacy established power when they turned a merchant ship issued by president buchanan from fort sumter. Proposed reestablishing the missouri compromise and extending it west to the pacific. Republicans rejected it because they didn"t want slavery to expand. Homestead 1862 act: permitted any citizen to purchase 1y60 acres of public land for a small fee after living there for 5 years. Morrill 1862 act: allowed land-grants for public education from federal land sales. Passed tariff bills that raised duties reducing foreign competition. Formed the union pacific railroad company and central pacific to complete a transcontinental railroad.
