1291 of title 28 u. s. c. sets forth that the court of appeals shall have jurisdiction over all final judgments from district courts, but not over interlocutory orders (apex). This is done as a matter of efficiency so that decisions that don t end a case are kept from being interrupted by an appeal. Appeals are not automatic and must be requested by the party. Further, they are limited in scope to findings of law rather than findings of fact (unless clearly erroneous). State supreme court, must convince justices to grant review and present an issue on federal law.
