Developed national and state governments elected by the people: the rise of a nationalist faction. Those who served the confederation as officers, diplomats, and officials demanded stronger central government. State legislators wanted to manage their own affairs. Some southern planters joined nationalist faction because of the economic policies of their state legislatures. 1786- james madison convinced virginia legislature to invite all states to convention to discuss tariff and taxation policies. Mandate to revise articles of confederation: the philadelphia convention. May 1787- 55 delegates came from all states except rhode island. Some delegates had been advocates of independence, others rose to power during war. Absence of longtime patriots allowed young leaders to set agenda: james madison and the virginia plan. Rejected state sovereignty in favor of national authority. National government to be elected by people as a whole and have complete control over them. Three-tier voting system in which voters only elected bottom legislature.
