They had economic opportunity elsewhere, the poorest of the poor are staying. How groups move around the country: not static: constant dynamic of movement, changing. Groups that vote at higher rates, get policies catered more to them, on the other hand, we need educated voters. What are parties good for: like-minded people pushing ideas forward, easier to mobilize voters, parties are a heuristic, reduce transaction costs.
