Citizen-leader: individual who influences the government even though they hold no official government position. Statecraft: art of leading in difficult times, promoting public good, and protecting vital national interests while avoiding unnecessary conflict. Delegate theory of representation: elected officials should reflect the views of the voters rather than following their own conscience; elected representatives should be followers rather than leaders.
