His idea is a statistical view of deviance - 90% of people are good and 10% are bad. Deviance is relative, varied by time, place, situation, status. Time - used to be a deviant but isn"t anymore (or other way around) Place - deviant in certain places but not others: owning a gun is legally depending on the place. Nude beach - wear clothes makes you deviant. There is no society of saints: we need deviant behavior because it has functions. Define the limit - see someone else do it and it defines the limit. Increase solidarity - deviant people increase solidarity for good people. Safety valve - deviant behavior helps you let go a little bit so you don"t cause serious damage. Indicate defects - something wrong with the system.
