The primary legal doctrine upon which the common law is based is stare decisis. Early on in our nation"s history, the supreme court determined that it would not enforce any unconstitutional statue. School: unalienable rights, governments are responsible to a higher universal authority, including the requirement that governments honor basic human rights. Laws of highest priority in state law: state constitutions, statutes adopted by legislatures, state administrative rules, municipal ordinances.
