The government had been taken over by the nazis so it was no longer a french government. They didn"t control the french nation (the national identity) but they did control the state (the government) A nation state is a notion of what it means to belong to the us for example. Maxwell owusu on democracy in ghana, local and state power, the nation-state not only game in town. Finds it helpful to look at how so called earlier forms of political organization continue to be active and work together within the modern nation-state. He advocates for incorporating non-state political leaders into nation-state functions. In order to build power in a modern nation-state is to identify an outside enemy - scapegoat.
