Ban biochemical weapons and prohibit and destroy all nuclear weapons. Sanction countries that plunder and destroy the environment of developing countries. Beijing established a national environmental protection apparatus. All provinces were required to establish groups for environmental control, research, and monitoring. China"s economic development was ruining the environment. 1978: chinese constitution was amended to acknowledge concern for the environment.
