Federalism: refers to the balance of power between national government on one side and state and local government on the other side. State and local governments make policies that affect their residents" daily lives which also influence the politics of race and ethnicity. Only 49 states have a bicameral state legislature; nebraska has a unicameral legislature. Representation for each district is based off of population. 1964: us supreme court ruled in reynolds v. sims that within each state the legislative districts must be roughly equal in population, which resulted in fair representation, but minorities remained concentrated in certain districts. After the census, the political party that controls the state legislature redraws the districts in ways that maximizes their chances of winning, known as gerrymandering. Voting act of 1965: which disenfranchises racial discrimination towards voting. In the south state legislatures would gerrymander districts around minorities.
