Autocracy- form of government where only one person rules. Oligarchy- a form of government where a small group of landowners, military officers or wealthy merchants control governing decisions. Democracy- a system of rule that permits citizens to vote or elect a governor of their choice, so they play a significant part in the government processes, usually through selection of key public officials. Constitutional government- a system of rule or constitution that specifies format and effective limits on the powers of the government. Authoritarian government- a system of rules in which a government does not recognize any formal limits, but may still be restricted by other institutions.
