New birth of freedom --> post slavery abolition (gettysburg military ceremony) Lincoln feared whites in the south wouldn"t extend equal rights to freed slaves. 1862 --> encouraged slaves to emigrate to all-black countries like haiti. December 8, 1863 --> proclamation of amnesty and reconstruction. Offered presidential pardon to southern whites who took an oath of allegiance to the us and accepted abolition of slavery. Allowed southern states to form new gov. if number of white males who took oath equaled to 10% of the number of voters in 1860. Policy could only be carried out where union troops controlled portions of confederate state (louisiana, arkansas, tennessee) White men who fought against union --> shouldn"t be rewarded w/ restoration of political rights. Black men who had fought for union --> denied those rights. Louisiana adopted new state constitution/ formed a government that abolished slavery and provided a school system for blacks. Congress failed to enact its own reconstruction policy.
