Prior to 1800, americans copied europeans and used physical punishments. Jails existed, but only to hold people awaiting trial or to punish people unable to pay their debts. New goal was to change the individual and set him/her on the right path. Penitentiary act of 1779, creation of a house of hard labor where offenders would be imprisoned for up to two years, based on four principles: Inspection to ensure that offenders followed the rules. Abolition of the fees charged offenders for their food. Penitentiary: an institution intended to punish criminals by isolating them from society and from one another so they can reflect on their past misdeeds, repent, and reform.
