This compares to today, where services such as the ambulance, are privatized. Services that should be complementary, as they are necessities for life do not come free of charge. Education is even under this category, where privatization leads to selectivity in who to educate. Debt slavery and company towns are reflective of restrictions that individuals have in society, and they are not able to gain the basic necessities in life for free.
