Primary task of the supreme court is an appellate tribunal: hearing cases already decided by lower federal and state courts of last resort. 2. by way of a writ of certiorari (discretionary order issued by the court when it feels that an important legal question has been raised) The most important requirement that must be met before the court will consider issuing a writ is if the petitioner first exhaust all other legal remedies. When the supreme court grants a writ of certiorari, it is ordering the lower court to send the records to the high court for review. Each request is considered by the entire nine member court; if four justices think the petition has merit, it will be granted (rule of four)
