Four basic responsibilities of the police include: o o o o. Solve problems that may possibly, though not necessarily, require the use of force. Actions of police must be justified in terms of law enforcement value. More arrests are made for crimes of disorder or public annoyances rather than actual violent crimes. Two public responses when crime rates begin to rise in a community: o o. Punish convicted criminals with stricter laws and more severe penalties. Crack down on minor crimes in order to prevent potential more serious crimes stemming from that offense in the future. Night watch system- early form of american law enforcement in which volunteers patrolled their community from dusk to dawn to keep the peace (began in 17th century by english colonists) The next step was to combine day and night watch staff in nyc under a single police chief. Political era- 1840-1930 when police systems became corrupt through bribes taken from offenders.
