Federal government is supposed to be a trustee to the native nations (look out for their best interests. Thus they are required to provide education, health care and public services. Only 22% of natives live on tribal lands. Federal policies encouraged natives to move to urban areas. Natives hold ties with their tribes even if they don"t live on the land*** More statistical analysis is needed here, this is not a logical argument and also doesn"t correlate to the later statistical evidence on later questions. Official unemployment on reservations can reach 22% (seasonal unemployment can reach 60%) 70% of natives on reservations have high school diplomas (86% of the general population)
