Oxygen is more electronegative than hydrogen, so it attracts electrons and creates partial positive and negative charges on the molecule. Cations~ lose an electron, +1 charge because it is now more positive (less electrons) Anions~ gains an electron, -1 charge because it is now more negative (more electrons: hydrogen bonds~ attraction between partial charge in hydrogen and another atom with a partial negative charge.
