Chapter 13: The Inmates’ World: The “Keepers” and the “Kept”
Places of Peril
• Jail and prison rioting and hostage taking are potentially explosive and perilous situations
from beginnning to end
Jail Personnel
• Prisons – hold people who have committed felonies and hvave been sentenced to at least
one year of incarceration
• Jails – hold people who are arrested and are waiting for a court appearance, as well as
inmates who are serving sentences of up to one year for misdemeanors
o Intense training to uphold the responsibilities
Prison Correctional Officers
A Job Description
• Correctional officers – one who who works in a jail or prison and supervises
correctional inmates
o Overseers of the facility, maintain security, and observe inmate conduct
Changes Wrought by the Attica Revolt
• Prisoners held 43 hostages for four days
• When guards retook the prison, they beat the prisoners and threatened to castrate
them as revenge
o Many prisoners treated within their blood-soaked cell
Evolving Roles, Selection, and Training
• Correctional officer replaced “guard”
o Available to both genders, requires closer screening and hiring by civil service
exams
• Four ranks of custodial staff members
o Captain – work closely with the prison administration in policy-making and
disciplinary matters
o Lieutenants – involved with the security and disciplinary aspects of the
institution
o Sergeants – oversee a specified number of rank-and-file correctional officers
who work in their assigned cell blocks or workplaces

o Cell block officers – supervise activities and “well-being” of the inmates
o Work detail supervisors – supervise inmates that work
o Industrial shop and educational programs – ensure that inmates don’t create
any problems or create any weapons from the tools that they work with
o Yard officers – alert for breaches of security and order
o Tower guards – observe inmates who are in the prison yard
o Administrative building assignments – providing security at all prison gates
