Origins of modern welfare was the new deal - fdr"s 1930"s programs to stimulate the national economy and provide relief to victims of the great. Changed the way welfare was implemented in the us. In exchange for federal funding, state programs had to meet federal guidelines. Supervised by a state board of welfare, 3 members appointed by the governor for 6-year terms. Strategy for welfare-policy makers was to minimize the cost of the state while maximizing federal dollars. Major issue for texas is with the expansion of the programs, the ceiling on welfare spending.
