These groups found a place in chavez government because the government rejected consensus politics and refused to negotiate with the non-leftists and continued to push for labor autonomy. Chavez government appeared to resemble populist model: decisions came in the form of executive decrees, reinforcing the idea that he was a one man show. Intermediate structures left on the sidelines and prominent government figures discredited by chavez"s actions. Radical populism of the 1940s in venezuela had greater collective leadership than chavez"s government did. Despite fragmentation, chavez era labor movement achieved a degree of organization at the national level: highly mobilized over a long period of time. Important sectors maintained positions of critical support for the chavez government. Government actions were not just taken for electoral purposes: responses extended worker mobilization.
