If the cup fills up and pours over (ideas) the saucer (senate) and cools off. Senate takes the longer route of the law. Senate is about responsibility and what people want but for the long run. Bill of rights become the first 10 amendments (in order to keep anti federalist content) Anti- federalist opposed the bill or rights. Adaptability: marbury vs madison (1803)- judicial review.
