We assume freedom (or liberty) can be measured

Welfarist (Bentham) – instrumental (increase utility)
Libertarian – freedom is valued in itself – intrinsic.
What is Liberty?
- Negative – freedom from constraints
- Positive – freedom to (rationally) act (Isaiah Berlin)
