Believers in the efficacy of international institutions are also called liberals. States are not unitary actors, but collections of groups, leaders and led. The causes of war and peace are to be found here, not at the international level. Abolition of war is possible with spread of democracy and globalization. Free trade: absence of legal restrictions or tariffs on foreign goods and services coming into the country. Financial openness: ability of individuals and corporations to move money across borders, for instance to invest in foreign companies or purchase foreign property or bonds. Economic openness/ globalization: combination of free trade and financial openness.
