Example: within an organisation, if a new system is introduced, the manager should critically analyse if it is necessary or not. If employees are overloaded with work and there is a lot of work remaining, the organisation is then unable to run effectively. Thus, in this instance is it acceptable for managers to invest in a new bi system. If employees can conduct their day-to-day operations effectively, the managers best decision would be to not invest in the new system: the focus is based upon: busi(cid:374)ess (cid:374)eeds, user(cid:859)s (cid:374)eeds, data (cid:374)eeds. What are the business needs and how can we fulfil them and to fulfil the needs, What are the user needs to be considered and, What are the underlined data needs that we must fulfil. To gather general requirements before planning, a preliminary survey is used.
