Health systems include the activities with a primary purpose to promote, restore or maintain health (who 2009) Health policy and systems determine the type, location, capacity and quality of health care available to a population, which can impact health positively and negatively. More recently health care providers have recognised community partnership and participation as a strength based and health promoting (for example, national safety & quality health service standards, nsqhs) A wide body of evidence conclusively demonstrates that health systems are a social determinant of health. Health systems, or particular elements within them, can and do promote population health, independent of other influences. The positive impact on health is particularly clear where the primary health care approach is applied as a health system"s organisational strategy and underlying philosophy.
