Small government, influential model of city government globally since 1980s. Spends not to stimulate growth but to guard against market failure (maintain conditions for continued investment) Focus on deregulation, privatisation, the market delivering urban goods and services. Purpose of government is to enable markets to yield maximum rents from urban land. Government policy focuses on branding, mega-events increasing penetration of markets into all areas of urban life (e. g. etihad stadium)
