If someone has died due to an offence then the victims are the family members of the deceased. Primary victims: those who are immediate victims of a crime and were directly affected by it. Secondary victims: others who suffer harm as a result of a crime e. g. witnesses, in the instance of hate crimes it could be other people in the affected community. Context is very important in determining who the victim is e. g. the stolen.
