Lecture 6: Risk Assessment and Management
- Definition of risk: voluntary (e.g. skydiving, smoking), or involuntary (natural disaster)
- Probability that an environmental hazard will exploit vulnerability + cause harm. RISK:
o Probabilistic: no certainty
o Depends on complex human factors: Vulnerability, resilience, experiences
o People perceive risk differently: Show differing concerns
o Coping strategies: How much available, preparedness + adaptability
o Positive/Negative: e.g. people who invest in stock market
o What is tolerable? (Who decides?)
- Hazard Assessment POTENTIAL
[*diff from Risk assessment]
o When +where in past
o Magnitude (severity) of past
o Frequency of past
o Effects if happen now
- Risk Assessment PROBABILITY
o Hazard assessment (freq, magnitude)+ *insert event*
o Exposure to physical effects of a hazardous situation
o Socio-economic consequences
- Misjudgement of Risk
o Stay or ditch home on fire? Etc.
o Vulnerability + Risk persist for many years after disaster
(funds run out)
- Risk Perception
o Reflexive Modernity: Idea that society assesses the risks it’s producing and alters
planned activities by self
o Objective v/s Subjective = Statistical v/s Perceived risk
o Perceived risk influenced by:
Voluntary or not? Familiar? Media? 1 Big Event v/s many small events etc.

Document Summary

Definition of risk: voluntary (e. g. skydiving, smoking), or involuntary (natural disaster) Probability that an environmental hazard will exploit vulnerability + cause harm. [*diff from risk assessment: when +where in past, magnitude (severity) of past, frequency of past, effects if happen now. Risk assessment probability: hazard assessment (freq, magnitude)+ *insert event, exposure to physical effects of a hazardous situation, socio-economic consequences. Etc: vulnerability + risk persist for many years after disaster (funds run out) 1 big event v/s many small events etc. Definition: temporary condition of complete or partial inundation of normally dry land in short time. Time series of water level (stage) at 1 location. Rain can fall much further upstream, resulting in peak of flood being later than rain: flash flood. Problem in urban areas w/ concrete that doesn"t drain easily, or mountains (cid:523)flows down(cid:524: coastal. Includes king tides and storm surges (combo of high tide, wind driven waves, low pressure at sea)
