Metaphors:
Garbage Can - describes the environment in which policy making takes place
policy created through a mess of things crashing into each other
Three Streams - problem, politics, + solution - when these come together, policy is
created
The problem stream is constructed - a mix of objective and subjective elements
objective components are subjectively framed as problems or non-problems
the policy stream is usually a pre-existing idea
the politics stream is about sociological and political norms
Window of Opportunity - when the 3 streams collide, a window of opportunity is
opened
Policymaking is a form of organised anarchy - the garbage can
problems and solutions are distinct - solutions pre-date problems
a moment in time where things become possible
pre-existing solutions are seen as the policy response to new problems and
championed by policy entrepreneurs in a permissive climate
policy entrepreneurs (e.g. policymakers) can pull the streams together by negotiating
conducive political climate for change, etc.
