Max weber"s de nition: a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory. Thus it is based on coercion and legitimacy (e. g. theft versus taxation; slavery versus conscription etc. Scope (or size) = the range of things that the state tries to do. Strength (or capacity) = the ability to do those things. There are four different types of states: i: fit" states (small and strong), ii: fat" states (big and weak), iii: muscular states (big and strong), iv: weakling" states (small and weak). Has a population of roughly 11 million people. It sits on the horn of africa and during the cold war received aid from the ussr and then the usa.
