Mental health reform, public policy and other disorders. 38% of people in care in 1997, 35% in 2007. 13% of the burden of the disease, 6% of total health funding - overwhelming focus is on hospital based care over community. 1 in 5 adults per year, 75% of all mental illness <25 years. Treatment rates for young men (16-24 years) are just 13% (2007) . 2 billion in 2011-12, . 5 billion of mental health spending is states and territories, . 7 billion is federal - mbs and pbs: health budget was increasing by around 8% per annum until last year. There needs to be greater accountability and visibility in reporting progress in implementing the new national approach to mental health services. Objectives: nationally agreed outcome measures, annual public reporting. Gps and private psychiatrists: depression programs given significance. Promotion and prevention: mental health for all australians. 113 key directions: no commonwealth funds, mental health system in poor shape at start of strategy.
