Take children as orphans from families and sent them to canada as foster children or were documented to families in canada or australia. Could trace child back to a barnardo child . Early awareness that charities required funding to operate. Didn"t raise a lot of taxes and child welfare services were funded on basis of charity because they were scarce. Barnardo presented the idea of charities and how you have to fund them.
