From uk common law to neighbourhood association standards, condo rules etc. An absence of policy may be a form of policy. Policy reflected intensions of the policy makers (within the time they wrote it) Projects never fail in the planning, they fail in the execution. Politicians like to look like they"re doing something. They see a policy, or a plan as an accomplishment. But unless that policy or plan is implemented, is actionable it is just an idea. All of these factors affect the way policy is formed. All need to be considered in some detail. Now we look in more detail in a few of them (textbook gets into some detail about all of them) Values, rules etc that structure social interactions by shaping and constraining behaviour. Bureaucracies, visions of the state, enforcement mechanisms.
