Rise of social movements in the 1960s. As many canadians became more critical towards american foreign policy and domestic politics, they also became concerned about american influences upon canada. Better to have american investment than none at all. The fight against the fta brought together trade unions and other social movements (women, environmentalists, anti-poverty activists) These groups formed the pro-canada network in 1987. This coalition was renamed the action canada network in 1991. Ultimately, the fta issue became central to the 1988 federal election. Fta won a majority of the vote, but the conservatives won a majority election with 43% of the vote.
