In canada this was not the case until the early 2000s. Many regions of the global migrant workers were a common and permanent feature. Prior to this point migrant workers tended to be high skill (film and music, scientists) Starting in the 2000s there was a shift towards lower skilled migrant workers. Due to this recent shift, canadian unions have only started to grapple with the challenges of migrant workers. Response to growing political controversy over increased immigration of non-white foreigners. Similar to the european guest workers program. Not allowed to apply for permanent residency in canada. Marginalized large groups of racialized and gendered workers. Partial citizenship less protective than full citizenship rights. Nieap developed into temporary foreign worker program (tfwp) Tfwp had multiple categories to apply to work in canada including live-in caregiver and seasonal agricultural worker. Programs had differing rules and employer obligations. Usually employers must apply to the federal government for permission to recruit internationally.
