Parliament or legislature can override s. 2 and 7-15, for 5 years. This was the compromise to ensure provinces were on board with the charter. In 1982 quebec did not sign constitution so out of anger they put s. 33 in every legislation in this time period. Bill 101 prohibit all language except for french on all signs (passed in 1977) Following implementations of charter this law was challenge in court. Violation of freedom of expression in both canadian and quebec charters. Override rights of expression and the supreme court of canada. Signs outside of a business had to be in french, other languages were allowed inside but french had to be present and predominant inside as well. When this law expired in 1993 the parliament revisited this issue and relaxed the policies. Forced public sector worker back to work, no strike. Afraid charter might limit its ability to force workers back to work.
